However, the limitations are set out in such vague and general terms that the rules admit of interpretations that go 58 Constitutional Law to different lengths. A restriction may be made only to satisfy a purpose "which is acceptable in a democratic society" (RF 2: 12). Furthermore, a restriction may never exceed what is necessary having regard to the purpose, which has occasioned it, nor may it be extended so far as to constitute a threat to the free formation of opinion, as one of the foundations of democracy.

There is, however, reason to believe that the present Swedish Government is trying to find its way back to the earlier pattern. Denmark's new commitment as a member of the European Communities may, in the long run, create new problems. The normal way of preparing identical or closely similar Scandinavian legislation in cooperation is to set up commissions in all the participating countries and to organize frequent meetings between these commissions as well as between the ministry officials engaged in the subsequent stages of the process.
